Salt Lake County Financial Reporting Manager in SALT LAKE CITY, Utah

JOB SUMMARY Manage financial reporting for Salt Lake County and production of Comprehensive Annual financial report and Schedule of Expenditures of Federal Awards. Manage capital asset reporting and recording County-wide, as well as the related financial module. Provide county-wide consultation and training on all financial reporting and accounting matters. MINIMUM QUALIFICATIONS Bachelor's degree from an accredited college or university in Accounting or Finance, plus six (6) years of related experience; two (2) years of which must be supervisory experience, OR an equivalent combination of related education and experience. Coursework from an accredited college or university through Intermediate Accounting is required. A current active license as a Certified Public Accountant is preferred. Preference may be given to individuals with previous governmental accounting and auditing experience. ESSENTIAL FUNCTIONS The following duties and responsibilities are intended to be representative of the work performed by the incumbent(s) in this position and are not all-inclusive. Applicants must be prepared to demonstrate the ability to perform the essential functions of the job with or without a reasonable accommodation. * Provides direction to County fiscal managers on grant accounting policies and procedures. Monitors submission of Single Audit schedules and reports from fiscal managers. Manages the preparation and submission of the Schedule of Expenditures of Federal Awards and the Schedule of State Assistance to federal and state offices. * Researches accounting standards and regulations and makes recommendations regarding County financial reporting issues. Implements all new standards and new statutory accounting requirements. Also researches and implements new financing mechanisms, programs or ventures the County is involved in. Compiles, analyzes, and presents relevant information for current financial issues. Prepares complex written reports and oral presentations of analysis and research. * Supervises employees and assists management in hiring, terminating, managing performance, mentoring and training employees. * Monitors and analyzes interim monthly obligation versus budget and revenue versus budget reports for County departments to ensure accounting transactions are properly recorded throughout the year. * Prepares the year-end closing and external audit checklist assignment document for all Mayor Finance employees involved with the year-end closing and the external audit. Audits and reconciles assigned balance sheet accounts. Prepares audit schedules for external audit. * Produces, coordinates, and oversees the preparation and production of the Salt Lake County Comprehensive Annual Financial Report (Annual Report), as well as submission of the Annual Report to the Government Finance Officers Association (GFOA) Certificate of Achievement program. * Prepares the fund financial statements, combining schedules and the notes to the financial statements. Assists with the preparation of the Letter of Transmittal and the Management's Discussion and Analysis. * Performs final review of the government-wide financial statements, the statistical section, and all other sections of the CAFR. * Serves as the County liaison on the external audit process and on all external audit issues. * Performs analysis, prepares schedules, and provides information needed for Official Statements for General Obligation Bonds, Sales Tax Revenue Bonds, Lease Revenue Bonds, and other types of bonds issued by Salt Lake County. * Prepares accounting entries to record the effect of long-term borrowing. * Provides ongoing formal and informal training to County users on grant accounting, capital asset accounting and general accounting and financial reporting issues. * Compiles, analyzes, and presents relevant information for current financial issues. Prepares complex written reports and oral presentations of analysis and research. * Oversees day-to day operation and maintenance of the County's project costing module, including fund sources, grant projects, valid combination rules, and other on-going table maintenance. * Administers core business functionality of the County's project costing module with an emphasis on grant accounting and reporting.
